    Job Description:


    Bennett Aerospace, Inc. has an opening for a full-time Program Specialist to work with the Small Business Technology Transfer (STTR) Program of the Army Research Office in Research Triangle Park/Durham, NC.

    The successful candidate will coordinate and track activity of program points-of-contact (PoCs) representing all participating organizations throughout the Army to ensure they are effectively engaged in the STTR Program and meeting required deadlines with products of sufficient quality.

    Core duties and responsibilities include the following.  Other duties may be assigned

    • Adopt and refine current process databases structure developed over a period of years for the Army STTR program to support topic generation and review, proposal handling and contract awards;
    • Operate with web-based legacy systems for handling large quantities of data contributed by many users as needed to support program functions;
    • Coordinate frequent updates to information and other postings;
    • Collaborate seamlessly with SBIR Program support contractor responsible for the management of IT systems, web portal, and databases STTR relies for program execution;
    • Establish early familiarity and expertise with the STTR program’s current administrative systems in order to ensure successful transition from the incumbent;
    • Assist and support the topic authors in the entry of nominated topics, possibly in excess of one hundred with each program cycle, in the web site tool
    • Oversee the multistage review process, involving both a stage involving Army senior scientists and two stages involving the Office of the Secretary of Defense/Director of Defense Research and Engineering and including opportunity for topic authors to address comments by OSD reviewers if the topic is initially rejected;
    • Support Program Manager development of topic and award recommendation packages for ARO Director approval and coordinate notification of TPOCs and selected and non-selected proposers, as needed to support the Program Manager;
    • Attend Federal, DoD, and/or Army SBIR/STTR training and program review events, as needed, to ensure complete and current knowledge of program rules, regulations, requirements and procedures, and to support Army STTR Program formal support of these events.


    Education and Experience:

    • Bachelor’s degree in the Physical Sciences, Engineering, or Business; Master’s degree preferred
    • 2+ years of program/project support experience

    Preferred Training and Experience:

    • Experience processing and executing research funds; monitoring financial records and statistics; translating budget reports into functional formats; and updating financial and contractual data
    • Individual who enjoys engaging with peers and is eager and excited to work on teams
    • Person who possesses enthusiasm and excitement for fundamental research
    • Experience attending, presenting and networking at conferences
    • Familiar with the objectives and evaluation of Army and DoD related research solicitations and special programs is highly desirable

     Travel Requirements:

    • Attend meetings within the government and academe as needed

     Security Requirements:

    • Must be a US Citizen with a Secret Clearance or the ability to obtain a US Government Secret Clearance

    Abilities and Skills:

    • Strong intellectual interest in a broad range of scientific and engineering disciplines;
    • Exceptionally strong written and verbal English communication skills;
    • Must be articulate, adaptable, and able to work with a variety of research professionals in academia, government, and industry;
    • Able to work with diverse teams and provide quality input and recommendations aimed at improving overall program success; and
    • Excellent computer skills, including MS Word, Excel, and e-mail software. Expert in spreadsheet development, manipulation, and management. Must be quick learner with new databases, portals, and systems

    About the Army Research Office:


    The ARO mission is to serve as the Army’s executive agency for development and conduct of extramural basic research with authority and responsibility for programs in the physical sciences, engineering sciences, and mathematical and information sciences, in response to Army-wide requirements. ARO develops, acquires, and manages an extramural research program comprising both single investigator initiated projects, and small teams of investigators on multidisciplinary University Research Initiatives. Additionally, ARO develops, publishes, and disseminates Army extramural basic research interests through broad agency announcements to prospective offerors at educational and research institutions, nonprofit organizations, and government and industrial laboratories. In support of research program activities, ARO ensures the award of research grants/cooperative agreements/contracts, providing technical and procurement strategy, and program oversight through the award cycle.
