    Bennett Aerospace, Inc. has an opening for a highly motivated Project Manager II to provide complete program management support to the Naval Surface Warfare Center (NSWC, Corona Division) in Norco, California. The NSWC is the Navy's premiere independent assessment agent responsible for gauging the warfighting capability of Navy ships and aircraft by assessing weapons and integrated combat systems' performance, readiness, quality, and supportability through throughout the system's entire life cycle.  Will also provide additional supervisory and project support to the Bennett Aerospace Program Management Office (PMO).


    Job Description:


    The Project Manager II shall effectively and efficiently plan, organize, and manage all employees working on this program. This shall include: (1) day-to-day administrative direction of all Contractor employees under this contract; (2) assignment of staff personnel to appropriate shifts, or employment functions/tasks/duties; (3) monitoring staff workload per wage category per shift, per week to ensure contract compliance; and (4) establishment or improvement of procedures and controls, where necessary, to ensure that all services meet specified requirements. The Program Manager is responsible for day-to-day coordination of administrative support services and client contact. The Program Manager is responsible for ensuring resources are provided that are capable of performing administrative professional and support functions that are commensurate with personnel staffing levels.  PM will work from an alternate work site in the local area and be able to conduct routine work site visits and respond to all client and employee issues immediately.  Must be able to work independently and travel as required in and around the local area and if required by the Bennett PMO Office.

    Job Duties and Responsibilities:


    Core duties and responsibilities include the following.  Other duties may be assigned

    • Provide status reports; ensure that all tasks are being properly executed; make suggestions for improvements, if any, of the operation and prevention of problems; and respond to administrative or support requests.
    • Ensure that all employees are fully qualified for the labor categories under which they are assigned and that employees perform the work efficiently and in a timely manner.
    • Effectively address all employee disciplinary matters in a timely manner.
    • Ensure that personnel assigned perform all document reviews, data analysis, on-line data entry support, coordinate recommendation of revisions to user documentation, and maintain files and records, as required.
    • Maintain recurring internal reports, including time and leave records, asset listings, and training plans
    • Ensure classified documents are securely safeguarded and locked in accordance with client requirements.
    • Conduct staff meetings on performance matters, including changes to processes or policy, production, issues in work products, disposition of files, attendance, and policy and procedural matters.
    • Assist in the planning and development of policies and procedures for the effective and efficient management of operations.
    • Review and approve status reports and properly disseminate such reports.
    • Monitor the operations and all employees, regardless of the physical location of the employee.
    • Maintain own individual time and attendance record and ensure that the time and attendance records of all employees are accurate, complete, and submitted in a timely manner to ensure proper payment.
    • Upon employee separation from contract, ensure the return of all government-issued property.


    Job Requirements


    Education and Experience:

    • Required Associate Degree, prefer Bachelor’s Degree.
    • PMP certification, preferred.
    • Prefer any Project Management Institute, or DAIWIA or DAU PM Certification.  CAPM and PMP a real plus.  Must be willing to join PMI and pusue CAPM or PMP certification.
    • Requires 7 to 10 years of supervisory experience in DOD with operational and administrative support teams at remote sites.
    • Prefer US Navy experience and familiarity with DOD/DON contracting regulations and policies.
    • Must be capable and skilled in oral and written communications and able to apply these skills in communicating with all levels of management, government customers, and civilian contractors.
    • Must be technically qualified in all aspects of contract management and ensure that all tasks identified are completed in accordance with contract requirements.
    • Must demonstrate skills in planning, supervisory, leadership, financial, and operations combined with the ability to develop and implement strategies and action plans to achieve desired objectives.
    • Successful management of OSHA/NAVOSH or like safety programs.
    • Familiar with DOD security procedure sand policies.
    • Must be fully knowledgeable and proficient in Microsoft Office suite products.
    • Resume shall clearly identify previous work completed, as opposed to a description of the project supported.

    Travel Requirements:

    • Attend all meetings and trainings as required 

    Security Restrictions:

    • Must be a US Citizen with the ability to obtain and maintain an active US Government Secret security clearance
    • Applicants selected will be subject to a Government security background investigation and must meet eligibility and suitability requirements

    Abilities and Skills:

    • Exceptionally strong written and verbal English communication skills
    • Ability to work with diverse technical and administrative teams from academia, government, and industry
    • Able to initiate open discussion with internal and external customers to understand and troubleshoot problems
    • Excellent computer skills, including Microsoft Office Suite, such as Word, Excel, and Outlook
    • Expert in spreadsheet development, manipulation, and management
    • Ability to learn new databases, portals, and systems quickly
