    Bennett Aerospace, Inc. is seeking a highly motivated Program Manager to provide project management support services located in Washington, DC or surrounding areas.  The Program Manager (PM) will manage Bennett Aerospace contract staff to ensure performance is in accordance with customer requirements. The PM is responsible for managing all contractual responsibilities and delivery of all contract deliverables including contract management plan, monthly status reports, any project specific deliverables, transition in/ out plan deliverable(s), post award conference/periodic progress meeting(s). The Program Manager will rely on extensive experience and judgment to plan and accomplish goals while performing a variety of tasks. The successful candidate will possess a wide degree of creativity and latitude.

    Responsibilities

     

    Core duties and responsibilities include the following. Other duties may be assigned.

    • Assisting in the authoring of Work Statements and the associated Contract Data Requirements List (CDRL);
    • Management of software development projects using software analysis tools;
    • Use of common Earned Value Techniques/Tools: Budgeted Cost of Work Performed, Actual Cost of Work Performed, Earned Value, Variances, etc. for the purpose of assessing the financial/schedule health of a project.
    • Oversee all aspects of projects, to include, setting deadlines, assigning responsibilities, and monitoring and summarizing progress of projects;
    • Ensure adherence to master plans and schedules;
    • Determine staff requirements, priorities, manage workloads, and manage the project office calendars;
    • Ensure projects are completed on time and within budget;
    • Conduct strategic mission/operational/acquisition integration analysis, program audits, Plan of Action and Milestone (POA&M) development, integrated process team support; abstract or concept studies, formulation and analysis, requirements definition, preliminary planning, evaluation of alternative technical approaches and associated costs for developing or enhancing high-level general performance specifications of a system, project, mission, activity, cost/cost-performance trade- off analysis, feasibility analysis, regulatory compliance support, conceptual designs, training, privatization and outsourcing;
    • Provide risk assessment, project risk management plans, mitigation plans, activity hazard analysis, safety plans, and performance metrics;
    • Reporting on project progress, potential problems, risks, delays, and recommendations to correct or mitigate.  Provide services in support of project development, testing, and quality control processes and procedures;
    • Provide comprehensive national environmental policy decision analysis for predictions of the climate response to emissions changes, protection of the ozone layer, alternatives for developing coastal communities; improvements to environmental services to the Nation, and promoting economic growth through science;
    • Provide specifications, outline research needs, bases for evaluations, and desired outcomes relevant to improving human health through integration of climate information;
    • Provide safety analysis and procedures, and maintain safety documentation related to the operation of systems;
    • Perform program planning, testing, integration and evaluation, for data management, related to NOAA sponsored expeditions;
    • Develop solutions to program problems;
    • Build and maintain working relationships with team members, vendors, and other departments involved in the projects;
    • Act as advisor to program teams regarding projects, tasks, and operations;
    • Prepare reports for managers regarding status of project (CFSR; Quarterly/Monthly reports; Task Schedules, etc.);
    • Manage overall contract performance to include managing budgets, overseeing invoicing, and implementing contract modifications;
    • Aid in the negotiation of contracts and contractual changes;
    • Ensure all deliverables and requirements are met in a timely manner;
    • Coordinate preparation of proposals, plans, specifications, and financial conditions of active contract(s) and future proposals;
    • Develop new business and expand product line; and
    • Performing other duties as assigned from time to time.

    Qualifications

    Minimum Qualifications:

    •  A bachelor’s degree (or higher) in science or engineering, with a minimum of 5 years’ experience in science/engineering.
    • Three or more years’ experience with program/project management.
    • Fluency with Microsoft Word, Microsoft PowerPoint and Microsoft Excel.
    • Excellent oral and written communication skills.

     

    Desired Qualifications:

     

    • A bachelor’s degree (or higher) in science or engineering, with a minimum of 15 years’ experience in science/engineering, including knowledge in aircraft structures and materials science.
    • Project Management Professional certification.
    • Five or more years’ experience with the government contracting process, including experience with government agencies and contract vehicles (DOD, NOAA, Dept. of Commerce; DOJ and others).
    • Experience with management of software development projects and with using software analysis tools.
    • Experience using common Earned Value Techniques/Tools: Budgeted Cost of Work Performed, Actual Cost of Work Performed, Earned Value, Variances, etc. for the purpose of assessing the financial/schedule health of a project.

    • Must be a US Citizen with the ability to obtain a US Government security clearance if required

    • Must be articulate, adaptable, and able to work with a variety of research professionals in academia, government, and industry;
    • Able to work with diverse teams and provide quality input and recommendations aimed at improving overall program success; and
    • Excellent computer skills, including MS Word, Excel, and e-mail software. Expert in spreadsheet development, manipulation, and management. Must be quick learner with new databases, portals, and systems;
    • Identifies and resolves problems in a timely manner; Gathers and analyzes information skillfully; Develops alternative solutions; Works well in group problem solving situations; Uses reason even when dealing with emotional topics;
    • Ability to manages difficult or emotional customer situations; Responds promptly to customer needs; Responds to requests for service and assistance; Meets required commitments;
