    Job Description:

     

    Bennett Aerospace, Inc. is seeking a highly motivated Program Manager to provide program management support to the United States Army Research Laboratory located in Aberdeen, Maryland.

     

    The Program Manager (PM) will manage Bennett Aerospace contract staff to ensure performance is in accordance with customer requirements. The PM is responsible for managing all contractual responsibilities and delivery of all contract deliverables including contract management plan, monthly status reports, any project specific deliverables, and transition in/out plan deliverable(s), as well as attendance at and deliverables associated with post award conference and periodic progress meeting(s). The Program Manager will rely on extensive experience and judgment to plan and accomplish goals while performing a variety of tasks. The successful candidate will possess a wide degree of creativity and latitude.

    Responsibilities

    Responsibilities

    • Oversee all aspects of projects, to include, setting deadlines, assigning responsibilities, and monitoring and summarizing progress of projects;
    • Serves as the main point of contact for all Contractor personnel.
    • Responsible for overall management of the basic contract and each Task Order (TO) award.
    • Conducts regularly scheduled meetings with both the basic Contracting Officer’s Representative (COR) and TO CORs at least once per month or at the discretion of the COR.
    • Ensures that all work performed meets the TO PWS requirements within the funding, timing and staffing constraints of the contract.
    • Works closely with COR-specified personnel to facilitate effective planning and accomplishment of critical objectives in a timely manner.
    • Responds to inquires within allotted period and is responsible for providing/making emergency contact information available to the COR at all times.
    • Manage all subcontractor interface requirements (if required).
    • Ensure adherence to master plans and schedules;
    • Attend Army designated mandatory training upon COR request. In some instances, specific safety certification(s) may be necessary to support the TO requirements.
    • Ensure compliance with Army and ARL standards by attending training sessions pertaining to technical projects.
    • Determine staff requirements, priorities, manage workloads, and manage the project office calendars;
    • Ensure projects are completed on time and within budget;
    • Develop solutions to program problems;
    • Build and maintain working relationships with team members, vendors, and other departments involved in the projects;
    • Act as advisor to program teams regarding projects, tasks, and operations;
    • Prepare reports for managers regarding status of project (CFSR; Quarterly/Monthly reports; Task Schedules, etc.)
    • Manage overall contract performance to include managing budgets, overseeing invoicing, and implementing contract modifications;
    • Aid in the negotiation of contracts and contractual changes;
    • Ensure all deliverables and requirements are met in a timely manner;
    • Coordinate preparation of proposals, plans, specifications, and financial conditions of active contract(s) and future proposals;
    • Develop new business; and
    • Performing other duties as assigned from time to time.

    Qualifications

    Education and Experience:

    Required Qualifications:

    • (Mandatory) A minimum of ten (10) years of supervisory experience to include at least two (2) years of experience supervising at least ten (10) personnel in positions similar to the following:
      • Administrative Support
      • Technical Support
      • Security Support
      • Technical Library Support
      • Technical Publications Support
      • Financial Management Support
      • Graphics/ Audio Visual Support
      • Logistics Support
    • (Mandatory) At a minimum, a Bachelor’s degree from an accredited school and has a technical background that facilitates understanding of Government technical requirements and communication with the COR.
    • (Mandatory) An Active Project Management Professional certification.
    • (Mandatory) A Defense Acquisition University (DAU) DAWIA Level III certification in Program Management; or a Master of Business Administration (MBA) /Master of Science (MS); or graduate certificate in Program or Project Management (PMI accredited) with nine (9) graduate credit hours; or Project Management with 35 hours of project management education.
    • Experience working with Department of Defense and the complex administrative and operational requirements associated with appropriately supervising contractor personnel mixed with Government personnel.
    • Fluency with Microsoft Word, Microsoft PowerPoint and Microsoft Excel and Outlook.
    • Excellent oral and written communication skills.

     Security Requirements:

    • (Mandatory) Active Secret Security Clearance
    • Must be a US Citizen with the ability to obtain a US Government security clearance if required

    • Must be articulate, adaptable, and able to work with a variety of research professionals in academia, government, and industry;
    • Able to work with diverse teams and provide quality input and recommendations aimed at improving overall program success; and
    • Excellent computer skills, including MS Word, Excel, and e-mail software. Expert in spreadsheet development, manipulation, and management. Must be quick learner with new databases, portals, and systems;
    • Identifies and resolves problems in a timely manner; Gathers and analyzes information skillfully; Develops alternative solutions; Works well in group problem solving situations; Uses reason even when dealing with emotional topics;
    • Ability to manage difficult situations; Responds promptly to customer needs; Responds to requests for service and assistance; Meets required commitments;
