    Job Description:

    Bennett Aerospace, Inc. is seeking a highly motivated Program Analyst to provide program management support to the Office of Naval Research (ONR) Naval Air Warfare and Weapons Department (Code 35). Directly supporting the Department of Navy Technology Transfer (T2) Program and the Domestic Preparedness Support Initiative (DPSI). This position is an off-site/remote position.


    The mission of ONR Code 353 is to manage Technology Transition programs that accelerate the transition of critical technologies to the warfighter and Technology Transfer programs that accelerate the use of naval technologies by other organizations.



    •  Implementing quality assurance and policy compliance practices for technology transfer business development efforts including Cooperative Research and Development Agreements (CRADAs).
    • To gain agreement from the technology transfer community and other stakeholders on prioritization of business requirements, definition of project scope, and definition of key project dates.
    • Content management and database applications.
    • Developing audit scenarios and executing quality control testing on completed database components.
    • Training end-users on content management technology, as it is to be applied in support of the end-user’s mission.
    • Tracking & organizing contractual documents, financial records and budgets consistent with Navy best practices.
    • Assisting in the development, technical review, processing and documentation of budget requests, budget changes and other matters of budget implementation.


    Education and Experience:

    Required Qualifications:


    • (Mandatory) Must have at least a Bachelor’s degree from an accredited college or university.
    • 5-10 years of demonstrated experience in the following areas:
      • Quality Assurance and Policy Compliance
      • Technology Transfer
      • CRADAs
      • Content Management and Database Applications
      • Quality Control Testing
      • Financial Controls

    Additional Considerations:

    • Shall have experience communicating and translating business and policy requirements to the technology transfer community.
    • Shall have knowledge of applicable legislation affecting DoN technology transfer policies. 
    • (Mandatory) Secret Clearance (DOD)
    • Experience working with the Office of Naval Research and the complex administrative and operational requirements associated with appropriately supervising contractor personnel mixed with Government personnel.
    • Fluency with Microsoft Word, Microsoft PowerPoint and Microsoft Excel and Outlook.
    • Excellent oral and written communication skills.

     Security Requirements:

    • (Mandatory) Active Secret Security Clearance

    • Exceptionally strong written and verbal English communication skills.
    • Must be articulate, adaptable, and able to work with a variety of research professionals in academia, government, and industry.
    • Able to work with diverse teams and provide quality input and recommendations aimed at improving overall program success; and
    • Excellent computer skills, including MS Word, Excel, and e-mail software. Expert in spreadsheet development, manipulation, and management. Must be quick learner with new databases, portals, and systems.
    • Identifies and resolves problems in a timely manner; Gathers and analyzes information skillfully; Develops alternative solutions; Works well in-group problem solving situations; Uses reason even when dealing with emotional topics.
    • Ability to manage difficult situations; Responds promptly to customer needs; Responds to requests for service and assistance; Meets required commitments.
